- In an article in The Salt Lake Tribune on January 29, 2019, ATF nominee David Chipman was quoted as saying, “The only people that benefit from [legislation making it easier for Americans to purchase silencers] are gun lobbyists and criminals who want easier access to deadly weapons.”
Inflammatory statements like these from a nominee to become the ATF Director are extremely concerning.
Waco and Ruby Ridge is how we will forever remember David H Chipman.
Keep fighting his nomination so that we don't have to remember him as that tyrant director of the ATF.
We need to stop calling them silencers, they dont silence any. They’re suppressors.

Please do not confirm this person. He was asked the question about Hunter Biden and would he do an investigation on him. He side stepped the question, and said that he would look into it. So he would open the file, and close again and try to let the statue of limitations run out so that he did not have to do anything that would keep him from making the president upset. @@greatcornholio5541 what really irritates me is when he was talking about standard ARs he called them weapons of war and that civilians can have the same rifle he was issued as an ATF member. That is such bs! Semi auto ARs are not weapons of war and different than 3 rd burst or full auto ARs. Any automatics or burst fire ARs have to be registered under the nfa, built before 1986, and there arent very many out there. He was trying to make it sound like all our neighbors own a full auto AR with no registration needed.

I might just move to Texas if their suppressor freedom bill passes. ATF cannot regulate commerce that doesn't occur interstate. If it happens within a sovereign state, it is no business of the federal govt.
Technically speaking its a violation of the 10th amendment. That being said whens the last time the federal government gave a damn about the constitution.
Southwest airlines starting up took advantage of a similar situation where the federal government couldn't regulate an airline that didn't travel to a different state. Won their case in court and were able to operate on Texas without the federal govt holding their hand.
Silencers are not regulated in many European country s, they are easy to use and reduce the noise for those living close to gun ranges. They are also god for hunters,

There IS a legal process for law abiding citizens who want to protect their hearing to do so. It cost $200 for a tax stamp, and can take over 3 years sometimes to get approval after you already paid $900 for you suppressor. I do not have a silencer/suppressor, but I can guarentee you if they were not NFA items, I would have many.

The NFA makes no case for regulating suppressors. It quite literally only goes so far as to mention them as being included. No discussion was had on them.
Several of you have asked, will you go after law abiding citizens’ guns. The question should be, “when Congress passes illegal gun laws, are you going after citizens who were previously law abiding citizens but are now in violation of illegal gun laws?” But I guess we already know the answer to that question. Many European countries not only allow, but require "mufflers" aka "sound suppressors" aka "silencers" (sic - they don't really silence) on firearms, just as they want mufflers on cars, motorcycles, or lawn mowers.

Sounds to me like he is incapable of making clear statements that convey the facts. Really! Should a person who is that incompetent be appointed as director of the ATF? I think NOT!
"Silencers", which are actually just suppressors, don't make a gun quiet or silent. A gun with a suppressor is still pretty loud, about as loud as a firecracker. It just keeps it from being extremely loud. And if you attach a suppressor to a gun, you actually somewhat compromise the exit velocity and range of the rounds fired from it. Suppressors weren't made to be stealthy, but to protect the hearing of the firearm's user.
I purchased a silencer through the title 2 NFA process prior to Covid and it took 14 months from the time I started the process until the silencer was delivered to my door. It was an overly expensive and burdensome process. Why did I want a silencer? Because my son has acute auditory sensitivity and I want to raise Him to respect and understand firearms and that can't happen if he is scared of them because they are soo loud. I guess according to David Chipman I am a criminal as caring about my son's hearing is apparently criminal activity.
I’ve been in law enforcement for 20yrs and never have I witnessed a criminal use a sound suppressor to commit a crime. Most criminals don’t care if they are silent or not. In fact most individuals I know that own one are law abiding people who have paid their NFA tax to own one. Criminals won’t ever do this because their name goes into a ATF data base. These are things that criminals don’t so.

It concerns me that no Congressperson asked Mr. Chipman to provide his understanding of the meaning or intent of the language used in the 2nd Amendment. This seems like a no-brainer line of questioning for that position.
Although Silencers, which are actually sound suppressors they would reduce sound they do not silence, have been basically banned or put under NFA severe restrictions since the 1930s, those restrictions had little to nothing to do with criminality, instead those suppressors had been used to hunt birds, and since certain species of birds were literally being driven into extinction, that was the prime reason for the severe restrictions on suppressors, not criminals

I want to make it easier for people to purchase and own a suppressor. I am not a criminal intent on hurting people and I am not a gun lobbyist. I just want to own a suppressor without the government charging me an extra $200, making me go through endless amounts of paperwork, making me wait 9 months or more than a year to gain approval to possess the suppressor, and then putting my suppressor on a registry. Also to add to that I don't want to go through the bureaucratic and logistical nightmare to move that suppressor across state lines.
I am a law abiding citizen and my rights are being violated. Since to politicians in DC don't have the balls to do the right thing, Texas is about to do right thing. There is a bill sitting in Governor Abott's desk RIGHT NOW that would bypass the stupid NFA laws we have to deal with. Push your state reps and governors to do the same!
Silencers don't even make guns THAT much quieter. And, you have to use subsonic ammo to really even see a benefit in terms of loudness. Most people want to put them on their guns cause they look fucking cool. They don't enhance the lethality of the weapon in any way. If someone shoots a gun near you, you're gonna hear it/feel it regardless of how suppressed it is, especially indoors.

Had the cops called on me twice for shooting... we all wished suppressors were legal where I live.
Suppressors are an accessory that should have never been regulated to begin with. Criminals are not going to spend the extra money for a suppressor. Beside the fact that they do not make firearms movie silent. There countries that have suppressors they can be bought with government control and in some of those country's it is considered rude to fire unsuppressed and disturb your neighbors.
