Arson is the "deliberate" act of setting something on fire. The only way to prove it was deliberate is if there's footage, witnesses or chemicals residue of intential act. Don't use legal terms you don't understand.
Fireworks oughta be banned, only sold by the State Gov't. Triple the fines and penalty, allow it only where population mass is low and safe. Can't let this be with too many of idiots among us.
