If anyone wants to revisit the past, some developers remade an open source version of C&C called "OpenRA". Just search it and you'll find the game
if youre asking about how he made the guitar a high pitch suddenly, its called pinch harmonics and it has to do with how you actually pick the string, not your fretting hand (the one that holds down the strings) if youre asking about how he made the sound seem to "wobble" its just simple tremolo, where you move your fingers up and down to create that wavy sound
