What Made this Scene from Robocop,so Iconic!!

1987's Dystopian thriller Robocop is arguably Filmmaker Paul Verhoeven's magnum opus thanks to it's nihilistic outlook of the future fused with satire. However, there is that one scene that stood out among the others despite being overlooked by a few cinephiles. Is this scene from Robocop meant to be used as a spiritual metaphor or just a last minute idea?
