I suggest you should use shoe polish & sprit. His method has oil so dust and sand will be attached on the tyres.

With Sugar water you’ll get better results and less $$$$

Just use the baby oil as is. You get that for $2.47 at Walmart(20oz).
Don't spray the shine. Use an applicator tool or a sponge.Now you need to clean the wheel again.Tires are not supposed to shine. Go look at new tires in the store!
