I would recommend you apply for the Ph.D. program because the visa success ratio of a Ph.D. is high with almost 98% visa success ratio. Also, if you still want to apply for a Master's, you can show your previous Master's and apply for a second master's. Actually the thing is that for PhD I would require a phd proposal and connect through professors there and I am not sure if I will be able to get that or not. Actually, the 11-year study gap is a really big gap. You can still do one thing that is to pursue your master's degree in your home country and move to Italy for a second master's or Ph.D.
