    As an official, my personal opinion is that the player with the ball was attempting to breakout of the initial tackle and the defensive player came in to make a play quickly to make sure he couldn't get out.
    I'll keep the flag in my pocket and as an Umpire or Back Judge take 10 seconds and talk with the kid saying "thanks for not going helmet to helmet and next time lead with arms because it was a close call on UNR on a defensless reciever.
    9/10 times the kid respects the crew so much more in situations like this. If you have played football, especially on both sides, you understand a lot more of the judgment and rationality in these high-pressure situations.
    Another thing a lot of videos miss, which I believe is a HUGE thing is timing of the whistle. Of course if whistle blown penalty, if not all officials are deeming it alstill as live and player is active in attempting to breaking out.

    B7's arm is awful close to contacting the neck when you slow it down. That would be targeting. It would be hard to make it a dead ball foul as the runner's backside has not quite hit the ground when contact is made. I don't particularly like a foul here but if you slow it down and go frame by frame, there was quite possibly targeting with that arm to the back of the runner's neck.

    Shoulder hits him right in the back of the head. Hard to believe someone can look at that video and say there was no head contact.
    Thats a bad extremely dangerous hit in my opinion on both accounts from targetting and UNR being a defenseless player.

    I would not have a penalty. The umpire also has a good view to provide info. Just because a player is wrapped up does not make them defenseless.
