      Another personal reason is to preserve his ability to get another six-figure job as a cop almost immediately. When a LEO finally gets convicted of something, it's often found that there were prior resignations and aborted disciplinary actions. Theoretically this kind of thing would be put on the "Brady list" but only the most egregious offenders ever get listed.

    The Chief is out of line by stating that the victim was noncompliant and suggesting that the abuse somehow resulted from that. The noncompliance is a moot point and nothing justifies the perpetrators actions. I can only imagine he got a going away party and a hearty good luck from the Chief.

      How many people have been killed by have snow rubbed in their face over the last decade? It is a ridiculous claim. The office was retaliating against the suspect and it was excessive force and assault... nothing more.

Usually in civil rights cases the prosecution and complainant accept the offer by the defendants because there is little to no gain financially by dragging it out. The attorneys end up with the bulk of the money when offers are not accepted. Attorneys will tell you just that. Therefore, the officers qualified immunity that would have been brought up in trial would have stuck like it almost always does. I believe qualified immunity states something to the effect that the arrest was made thinking the officer was doing the right thing.

      First of all snow is frozen water. Water inserted in the nasal/ pharyng region will cause aspiration ( drowning) the water goes into the lungs 🫁 causing pneumonia , drowning. That is why waterboarding is used in uncivilized countries it is cruel and inhumane treatment. That is also why it is considered a international incident and protected by Geneva Convention Treaty. This was waterboarding plain and simple and I don't care how and whom spends it.. This should be investigated by the DOJ ,if it is not then as AMERICAN citizens we should be concerned about our freedom.

    This is another example where an ENTIRE police department needs sacking and then thoroughly investigated on criminal charges. National guard MP's can provide policing during the time of recruiting and restoring a constitutional and by the law police department.     How much more of this must we deal with on a regular basis. After watching the video in its entirety, I never saw Hicks be anything other than compliant. Then we see a spokesperson for the police say that it was in fact due to Hicks not being compliant that snow was forced in his moth and nostrils making it harder to breathe. Citizens are getting very tired of this corrupt behavior and are realizing that they themselves are paying for the lawsuits. The officers sued think it is funny and think that they can use the words qualified immunity and that will keep them safe. Just keep thinking that. We are coming for that and to make all lawsuits that arise from your bad decisions come from your pockets. It may not happen in the next yr but all you keep doing is pissing off the wrong people. America is waking up to a new year and new times. To all of you pos police officers who are crooked and weak, we are coming for you. Take that blue line crap off of our flag.
