    You are reading only from the time of the Jews.
    In Gen 11:1-9, there was one of the first BIG divisions: when the people tried to find God's NAME by the work of their hands (building a tower). Their tongues were confused and they could not finish that city! Now the Jews were part of that confusion, for there had been no prophets in their midst for some 400-500 years! Consequently the teaching of the "Law" had deteriorated until John the Baptist began to baptizes, and Jesus was baptized about six months later.
    On the Day of Pentecost, some three and a half years later, God poured out His Spirit "...upon all flesh..." and Jews from some 12-14 countries heard the preaching of the "Gospel That Saves" in THEIR OWN LANGUAGE. The only confusion was "...how hear we every man in our own tongue, wherein we were born...we do hear them speak in our tongues the wonderful works of God.?"
    That, friend, is "The Gospel That Saves".
