@@Leona_pits Nah, I don't want to spoil anything but the whole loop is that. Okabe go back and meet Kurisu 15mins before she meet the Main Okabe, then he said the line I wrote above. During that time the future Okabe just hide. Then the future Okabe saw the truth of Kurisu died: Okabe tried to stab Kurisu's dad but Kurisu took the stab instead and she died, the future Okabe was so shock that there are two routes: the first route Steins Gate 0, shows what happens after FIRST TRY, then we CAME BACK to ep 23 of Steins Gate, and witness the SECOND ROUTE. That's the whole story. So sorry for spoiling anything because finding the answer by yourself will feel much much better. I just want to say that the Okabe's line is just a future indicator, just like in Fate/ Zero when Diarmurd "curses" the Holy Grail.
