It's possible he was duped by someone on line to whom he paid a couple of a hundred bucks to buy a kit. The paperwork those scum sell is complicated and the common response, when using it doesn't work and the mark complains, is that he didn't do it exactly right, that he left out some jot or tittle. It's obvious he's one of the duller tools in the drawer, so I can believe he thinks it's all true, it's just that he doesn't quite understand the details.

He was the judge for the case where my apartment got robbed. Back in 2006 and me and the other two tenants there were like "this is a serious dude, I wouldn't piss him off" The guy in my case did 7 years (for burglary and several other crimes) Never got my stuff back.

This is a problem the military has had. People with an i.q. between 70 and 80 are considered competent (no mental disability technically). However, there are few tasks they can safely and reliably perform, so the military will not even accept them for infantry rolls since they will be a safety issue.
I've seriously met some of the dumbest people on the planet when I served, who absolutely should not have been allowed to enlist because of what you mentioned. On active duty I once worked with a young airmen who I genuinely believed was severely autistic. He also had severe anxiety. He was a MP and worked at the base gate most of the time. Whenever he had to give a post briefing to his commander, he would start shaking uncontrollably. Yet he was given a gun.
That has to be the absolute best sovcit performance I've seen, period, end of story. He was composed, organized, spoke in complete sentences (despite some of them meaning absolutely nothing!), no anger, no ranting, no tantrum...just self-inflicted delusion laid bare for the world to see. Bravo, sir, BRAVO!
