I can only speak for myself. It’s both. Laced all the way up would be too restrictive for this type of skating. And it seems to be a popular style around here.
There are several reasons why. First, way back in the day in the rough urban rinks if a fight were to break out you had to come out your skates quickly. From there it turned into a "thing". Then skaters started tricking there skates out with the tongue down. Realistically having your boot laced up all the way isn't restrictive because it's designed for support of your ankle. Now over the years for me it is convenient to just step into my skates. 3 seconds and I'm read to roll. lol. Hope that answers your question.
