Dishwasher Drain Pump Solenoid Continuity Testing

I tested with continuity tone and the multimeter popped up .865 but no beep! Is that a bad solenoid? Water wont reach top rack and bottom rack is weak!

Why undo the wires at junction if power has been shut off already?

A lot of times the wires aren’t long enough for the dishwasher to be pulled out.
