We cannot know how much downforce it develops and at what speeds, but in the CIVM there are real GT3 and in most races, they are faster than this 4C and also the Picchio one. I'm considering these are all excellent drivers, so I think the difference is in the cars.
First time I’ve seen someone make a 4C specifically for the track/hillclimb. It’s a car that hasn’t been messed with a lot and I really don’t know why since for around $50k you get a crazy lightweight car with a carbon fiber tub, DCT transmission, mid engined turbo 4 cylinder

You're welcome! From what I know they really took an Alfa Romeo 4C and heavily modified it. Talking about the body they modified a lot the back portion of the car because after an aerodinamic study they necessarily have to modified a lot of in order to improve the flows on the back. Plus the wheelbase has been extended so the original body of the 4C it would have been too short

If it was necessary change the distance between the two wheels, enlarge the fenders, and put a big wing to make a good race car, don't complain about the exterior line. A lot of others race cars are more ugly but no-one complained about that.
+ta tata Some time ago (like, I think, a couple of months) I saw a video that shows in the details all the modifications made on the car. Unfortunately it was made by an Italian channel (owned and directed by a car-magazine) so, if you aren't prepared on our language you won't understand nothing. It was an interview to the driver about everything about the car (the idea to take the 4c as a starting point, the modifications to chassis engine brakes etc and why and how they have made them). At a point of the video the journalist, that work for the Italian magazine that talk about cars, ask to the driver why the wheels are so tiny, and it answered that for the fact that the change the distance between the front axle and rear axle they had to redesign the car ENTIRELY And after some test they found that the right choice for the car were those little Formula 1 style wheels, because they work better respect any other size and type of wheels with suspensions (that now if I remember well are push rod type), sway bars, springs ecc. The also change the position of the engine changing it from traversal to longitudinal putting it lower because In this way, it was easier mounting the Hewland sequential gearbox. Another incredible feature was the exhaust, composed by three tubes, and one of them, the smaller, is the wastegate exhaust, like in the Ferrari F40.

Can answer only to question number 1 They choose 13'' tires both because these are the only tires built specifically for hillclimbs by Pirelli and because Picchio produces an hillclimb prototype from which I assume they've copied all the mechanical low part to built this 4C. Since hillclimb prototypes wear 13'' they put the same tires on this 4C so they have all balances and weights data tested
I believe the aero work behind the wheels are to control the turbulence you mentioned and not allow it to interfere with the diffuser. And any time they're directing the flow of air it'll help some. Is it a massive gain though probably not.

I think it looks silly to put "headlight stickers" on racecars. If they have headlights, they have 'em. If they don't, those silly thingys aren't going to convince anyone.
it's fairly common with racing cars and I am guessing that it has some sort of marketing purpose. If it's a factory-backed Alfa, then chances are they want to recognise which streetcar it is based on, in the hope that you might be inspired and go buy yourself one! if it's not a factory car, then I dont know
I own a 4c and altho they're superb cars my honest assessment is that their limitation is no manual and no power steering. You give these cars those two things and everyone would want to tune them since they're so light and agile

Would be interesting to compare the downforce figures of this "4C" with downforce data of GT3 cars or some silhouette touring cars like GT500 or DTM.

I almost don't care that only the tub and maybe the engine block are actually from a 4C. That thing is just cool!
The engine is tuned of course, but it is the stock 1750 cc turbo. The gearbox has been replaced and turned by 90° along with the engine.
Ehy then any race car that derived from a street model isn't the "real" car! :)
When the wheelbase is different and the body is a plastic shell with stickers for headlights, it's not very close to the road car!

The further back the rear wing, the more leverage it applies to the rear axle and hence more down force for the same level of drag.
