Did it make it like really louder or just more like a deeper idle?

At cold start it's loud but once it idles it gives a deep tone due to the resonator. Without it, it'll just be loud all the time.

Check their website out. I'm not sure what the laws are for California since I reside in Texas.

It shouldn't affect smog since it only removes the components after the cats. If you remove the cat's then yes! Cat-backs only affect the loudness and raspiness of the car.
