My list is: World Of Darkness 1 Madness Combat 2 SCP verse. 3 Self Reference Engine 4 HP LoveCraft 5 The Madness combat verse is insanely vast in its cosmology and its lore, at first glance it might seem that most of the characters are maximum building level, however the verse has exactly an infinite amount of characters that transcend cosmologies via a layered full belief from whats called the Infinitely Improbable, a realm discordant to whatever the real human mind can think of, which already transcends the crap out of like 90% of the known verses, while the Madness combat verse stands mostly as an embodiment of what Undiscovered fiction is, which undoubtly can be a multi-transcendant copy of whatever exists in our current fiction.

Okay. I respect other opinions because they use different tiering systems, but your list seems a bit unusual. First of all, the weakest structures in WoD already challenge the tiering system. If you include SCP-EN, you must also consider SCP-CN, even if you dislike it, because they share the same cosmology. The Reinhardt cardinal can bring a verse to the end of tier 0. So, all the mentioned fictions have the V=ultimate L conjecture. Furthermore, there are other fictions like the Xyrian Empire, which has Reinhardt cardinals, and the Great Beyond, featuring extended modal realism, and other some other fictions
