There is an argument for the current emperor to be leagues stronger than pre heresy emperor however throne emperor has his soul shattered, has schizophrenia, and needs to keep a portal to a place filled with deamons closed with his psychic ability (he cannot make the portal on his own the throne does that) added to that unlike Khrone who I mentioned before who possesed Angron to one punch man a planet throne emperor when he Possesed Guilliman to fight Daemon Prince Mortarion didn't show that type of power when needed the most.
Conclusion: The Emperor should be at around continental level and even then it might be a stretch throne emperor should at most be at like lunar level
So you haven't read anything from Warhammer to say that, the planetary level is minuscule compared to the feats and mentions that the Emperor has. If you read Dark Empire or the last two books of the siege you will know what I am talking about but I doubt you have grabbed a 40k book

I feel like there are many inconsistencies and logic that doesn’t make sense. Who exactly is in charge of deciding a character’s tier?
Confusing points I found:
- Saitama being at the bottom, when we haven’t seen what he’s capable of with his true power
- Mewtwo being higher than Beerus
- Heaven Ascended Dio being 1 level under Rainbowdash from MLP of all characters
- The Flash, a guy who obtained super speed from getting struck by lightning(from what I remember) being higher than Zeno the Omni King who can erase universes by just waving their hand
- Swamp Thing just being on the list, that doesn’t make sense at all, especially being above literal Gods
- Thanos being higher than characters like the Celestials. It would make sense if it was the alternate universe King Thanos, but it’s just normal Thanos with the Infinity Gauntlet
- The Writer being #2 and The One Above All being #1. I’m pretty sure it was confirmed that The Writer has more power, since they have complete control over the story
-A lack of many notable characters, with characters from the Cthulhu Mythos and SCP Foundation being the ones I’d like to highlight
