First, a QUEEN CITY is the second largest and second most important city after teh CAPITAL CITY.
Cebu was founded as a VILLA in 1565, decreed into a city in 1594, since it;s founding, Cebu is the second city after Manila. Only in the latter half of the 19th Century did Iloilo gain more economic prominence because of its sugar industry and Iloilo became a city in 1889 (which is 294 years after Cebu) - but Iloilo would face decline again during the American Period while Cebu, having reopened its ports to world, BOOMED. Since then, Cebu is the undisputed second city of the Philippines.
So, history would tell you, Cebu is the ORIGINAL Queen City, then ILOILO for a some time, then CEBU again since the early 20th century until the present.

@@robertbob.kanerves The moniker "Queen City of the South" is non transferable, the title was given to Iloilo only, the said title has a significance to its history and identity in the early days, your right legally Iloilo owns it and by law no one is allowed to use it, just like "The City of Pines" for Baguio you can't just plant many Pine trees more than what Baguio has in order to be called the said moniker. With all due respect Cebu is very progressive and beautiful, but the sad thing is the local government and its leaders took the opportunity to grabbed the title probably during Iloilo's economic slowdown and made it popular by using it in print and tv advertisement to attract investors and tourist alike to come visit and invest in the province, unfortunately no one suggested to make a title uniquely for Cebu only.
