However, how long does the immigration office let me stay in America? I know for B2 visa, you can only stay for 6 months, so does that apply to B1 too? Or, it gives you fully 2 years stay and you don’t need to leave the country in between.

Infact I want to have the visa before applying for elective, as an elective agency wouldn’t wait 8 months for me just so that i get an appointment. so Im worried, since i wont have an invitation letter, how would i convince the officer that my reasons to travel is for electives, because I wont have a proof

why isn't Step 3 a good idea to apply for b1/b2?
Because technically step 3 is needed only after you are in residency not for ecfmg certification
