No they can't. Drifter can only use Warframe attachments.

Hi returning player here. Finally joined back after 8 years since crossave came out recently. Would I need access to my drifter in order to make my operator look like yours? I’m about to finish up some quests but have progressed as far yet. I followed everything exactly and it still looks different even the color hair

You can do everything here to your tenno without having drifter. And they do not change each other's appearances.

It's no longer in the Nighwaves rotation. You will have to wait when the rotation changes eventually.

If you are talking about the Tenno, it’s an Infested outfit only available from nightwave
