The Big Picture - Draft National Education Policy - 3 Language Formula

  • Facing pressure from Tamil Nadu against the draft National Education Policy’s recommendation for teaching Hindi in all the States, the Union government has issued a modified draft leaving out a controversial clause. In the modified draft uploaded by the Human Resource Development Ministry, a Section, titled ‘Flexibility in the choice of languages’ has been changed, omitting any reference to ‘which’ languages students may choose. There is no mention of Hindi in the clause. The revised policy requires proficiency in any three languages. The earlier draft education policy triggered outrage in southern states, led by Tamil Nadu, which said they will not tolerate Hindi imposition in the state that doesn't speak the language. In the previous version of the draft policy, English and Hindi were proposed as mandatory languages in non-Hindi speaking states while a third language was mandatory in Hindi-speaking states. On this edition of the big picture we will analyse the 3 language policy in the Draft National Education Policy.

Only three-four points can be taken out the debate. 1. Build infrastructure to increase teaching capacity. 2. It should not be imposed 3. Professionalism in particular 3rd language is not required to be.
Well said by mr trivedi, learn why should be only three. learn 4-5 languages like Europian countries do. It will enhance the chances of employabilities. At the last Aditi tondon closed the debate with very well.said, languages should not divide us, it should take us together in one nation....

The real work that government should have done is promote civilizational research at the highest level as in doctoral research. There should be high quality doctoral research done on all the languages and civilization. This will create openings and train teachers and that's how languages are made available.

    New Education Policy, 2019
: Controversy around making Hindi compulsory than making it optional
    - Pushback from south Indian states - Tamilnadu.
    Three Language Policy:
    - To improve the inclusive character of linguistic civilization of country
    - Policy dates back to 1968 when India was a young country and the idea was to bring the country together.
    - Non Hindi speaking states - English, mother tongue + any language
    - Hindi speaking - Hindi + English + Sanskrit?
    Benefits of three language policy:

    - improves competency & employ-ability
    - Helps in inter state exchanges - English helps in international exchange.
    - To improve trade & prospects.

    Future Steps:
    - Relevance of three language policy needs to be more debate among academicians, parents, students
some Hindi speaking in south but not vice versa
    - More autonomy to schools - new children more empowered
    - Infrastructure availability around linguistic: institutes specializing in language training
    interpreters not available in parliament
easy to find people to do research in Tamil in oxford than in north Indian states
    - Different types of teaching at different grades - greater learning pool
It is in the best interest of people to make linguistic a freer economy & sufficient infrastructure must be built around the country to encourage students to learn more Indian languages.
Learning language should be more affinitive & should be uniting rather than dividing. We must move to more substantive policies in education.

Now they have ordered that hindi to be boycotted in every govt school college office. Nothing else. They are useless. They know Tamil but that doesn't apply anywhere outside tamil, they can hardly speak English you will laugh on there kind of English and then hindi which they hate. Tamil not even 15% people speak in India when 60-80% people of the country speak one language then why not we learn that.

Well said. Learning another language is always beneficial and it doesn't have to be Hindi or Telugu or Tamil for that matter. Say you are moving to Chennai, it will be useful for you to learn Tamil as it is the medium of conversation there. The labour over there might not know English/Hindi. So it's better for us to be equipped with all the tools needed than forcing others in their land. And this is true for any other language, not just Tamil.

Aditi Madam made a relevant point. World is moving on with globalisation picking up many Skills and languages as many as they can. Irony is we are still debating about 3 language formula. Let Students decide which languages suit them and benefit them. I don't see any purpose learning regional languages! German, french, Mandarin, Japanese etc languages should take place of regional languages. By the way National educational policy is in preliminary form. Why people are losing their minds for unnecessary things?

A person with Hindi as their mother tongue will be more proficient in it and thus will put everybody else who don't have Hindi as their mother tongue is disadvantaged in academics and profession. So for a highly diverse country as India, English works fine.
There is also an ethnic side to this problem. People with Hindi as their mother tongue will gain superior status by birth as their language has the sole ownership of India. While the rest of us will be relegated, politically and socially. English doesn't have this problem.
Besides English is a global language. Much of the modern Scientific and Medical innovations, inventions and discoveries are contained and recorded in this language. Use English as a tool, there is no slavery here.
Moreover, Central government spends a lot of tax payers money to promote Hindi in bureaucracy and have plans like "Dakshina Bharat Hindi Prachar Sabha". On top of this, it must be made mandatory too? Compared to the money that the Center spends on growing Hindi, they give pittance to 42 endangered languages in India!
You learnt English to connect with the world. I learnt English to connect with the world. But according to you we can't use English to communicate with each other and need Hindi? This isn't hypocrisy?
Teach poor kids English and break this elitism barrier that surrounds English. Let them all reap the reward.
If you want to learn a language, learn the language. You don't have the right to tell me what to eat, wear or learn. It's my right. If you want to learn Hindi, then choose Hindi as a language. Don't force others.

@BrainLogjam I can't agree for more! Language should be seen as just a way of communication not to create barriers further! If one language deserves respect so does all the other! This was in fact a political move!

Why to force students learn many languages, there are so much to learn in Maths, Science, and any stream that is helping the human being for the betterment of future. Every one has freedom to learn any language as hobby not by enforced law. Don't waste time learning too many languages. Mother toungue is there with which you are born, and English is there to aquire any knowledge. These 2 are enough to compete with world.

"People with Hindi as their mother tongue will gain superior status by birth as their language has the sole ownership of India. While the rest of us will be relegated, politically and socially. ENGLISH IS NOT A GLOBAL LANGUAGE ,, CHINA RUSSIA FRANCE GERMANY AND THERE ARE VARIOUS COUNTRIES WHO HAVE NOT BECOME A SLAVE OF ENGLISH AND YET ARE POWERFUL COUNTRIES ,,, RESEARCH PAPERS ARE PUBLISHED IN MANY DIFFERENT LANGUAGES AND THEN THEY ARE TRANSLATED INTO DIFFERENT LANGUAGES ,, WE CAN DO THE SAME IN OUR COUNTRY TOO
I FULLY SUPPORT THE VIEW THAT ALL THE LANGUAGES IN INDIA SHOULD BE SUPPORTED EQUALLY ,, I WANT AN INDIAN LANGUAGE TO BECOME THE LANGUAGE OF THE NATION ,, THIS DOES NOT MEAN A COMPLETE BOYCOTT OF ENGLISH BUT IT SHOULD BE REMOVED FROM THE POSITION OF A STATUS SYMBOL AND A REQUIREMENT FOR SUCCESS ,,
KIDS SHOULD BE TAUGHT IN THEIR LOCAL LANGUAGE ALONG WITH A COMMON INDIAN LANGUAGE (I REITERATE IT SHOULD NOT COMPULSORILY BE HINDI) AND ENGLISH GERMAN FRENCH OR ANY OTHER FOREIGN LANGUAGE SHOULD BE USED AS A SUPPLEMENTARY LANGUAGE FOR THE LATER STAGES ,,
I CANNOT TELL YOU WHAT TO EAT OR WEAR OR LEARN ,, ITS YOUR RIGHT TO DO SO ,, BUT ENGLISH SHOULD NOT HOLD THE POSITION OF SYMBOL FOR SUCCESS AND STATUS IN INDIA ,, WHO ARE YOU TO ASK THE GOVT TO TEACH POOR KIDS ENGLISH TO MAKE THEIR LIVES BETTER ,, BREAK THE ELITISM SURROUNDING ENGLISH BY ELIMINATING ITS STATUS AND NOT BY MAKING IT THE COMMON LANGUAGE IN INDIA

I really don't understand why Hindi speaking Indians expecting non-Hindi speaking Indians should know or learn Hindi. It shows they did not understand a bit of how our India is formed and what Indian constitution law says. India is not a single country and it is a union of states including various languages, culture and traditions. According to this, all Indian languages are national languages of India and every Indian language must be treated as the way you are trying to promote Hindi in entire India. It should be noted that Hindi speaking people strongly trusting that "HINDI IS A NATIONAL LANGUAGE OF INDIA". Which is completely wrong- Indian do not have any national language or Hindi as it at all. India is a multilingual country and it can not take just one language as national language in fact should not at any cost in future as well.
By the way before 1930 Hindi was not even in printed currencies or in communication basis but other Indian languages including Bengali, Tamil.. and more. We have already Hindi and English as link languages to connect all Indians the way How I am communicating with you all here. Then why are imposing to non-Hindi people like “you should learn Hindi”. What is special about Hindi? Think if Non-native speaker let say Marathi people imposing to rest of Indians like everyone should learn Marathi (as an example)?
Seriously it shows you are proud of your native language -Hindi and demanding other should learn Hindi despite what language they speak in rest of India. OOPS, Keep in mind. Every language in India has long history in compare to Hindi and many of those languages hold rich set of literature and traditions which you won’t find in Hindi I am pretty sure. Well, I am not at all against learning any language including Hindi. If someone wants to learn Hindi let him/her learn according to need and purpose. But do not create the purpose of learning it by government forces or do not come up with statement “one language and one India”. Read the first two lines of this post again.
I learnt fundamental Hindi as I had to visit and stay in New Delhi for few days. It worked and I managed very well to communicate with all kinds of people in New Delhi without any issues. Similarly I had to visit Hyderabad so, I just followed and grasped my fellow friends who speak Telugu and I managed well there too. I never and ever said oops these delhiwallas don't know my beautiful language and they should have learnt it and all . Because, I understood completely that India is purely a multilingual country and we should follow the key "When you are in Rome be a Roman". Similarly If I visit or have to work in west Bengal then obviously I will learn Bengali in order to mingle with local people mind-set and culture. This is the called Indians who respect fellow Indians.
For example, if you are going to be in Kerala then you must learn some fundamental Malayalam before start up or learn while over there instead of asking people “ you don’t know Hindi” then you are anti Indian and all. The person who knows only Hindi and not knowing any other Indian lanugages + expecting fellow Indians must know Hindi then I would strongly say he/she is an ANTI Indian and more dangerous than terrirorists who may divide our country by creating langauge chavanism between us.
It should be noted, it is completely understandable if you don’t know how to speak other Indian languages expect your native language. But expecting them to speak Hindi is really unethical and shows your Hindi chauvinism. Then you must be ready to fight against Tamil/Manipuri/Gujarathi/… chauvinism(s). Already we people are speaking our own native language mixed with English which should be taken as serious issue as we are forgetting many beautiful words of our own native Indian languages.
Well, learning more than one Indian language is certainly helpful. However, it should be the choice of person for learning where it required. Every Indian is paying tax and most of the fund allotted for Hindi promotion only in compare to fund allotted for other Indian languages promotion (null in fact). Some people are keep on holding the statement like everyone like should learn “Sanskrit” again, in that case we have TAMIL, which is proved as one of oldest and classical languages of world and surviving till today (Official languages in some other countries I think) despite the influence of Hindi/Sanskrit/English. If Tamil speaking people provoke on it what would happen? Obviously Kannada and Bengali people would also raise that they their language is oldest and -----------------. So do not try to divide our multilingual country by imposing one language. Let the Indians learn the languages they like and to do not impose one language policy in a multilingual country and it is not a solution for language barrier (actually it is a negligble issue in our country at present).
Moreover, as we are in digital world, everything can be translated and soon we will be accessing digital translator devices via our mobile phones or eye glasses or wrist watches or other sources. Therefore, this kind of imposition is really useless. I was told like Europeans learn more than two languages and all. I was and in Europe. Yes they learn more than two languages. But all official and personal communications within a country goes with their native languages exist in those country despite the population (majority or miniority). For example, all Finnish people should learn both Finnish and Swedish ( Just 15% of population are native speakers of Swedish in Finland) even though majority of population are from Finnish language background. Similarly if you search for Switzerland I think similar language process exists. This is the way the multilingual country should run. It doesn't mean that all Indians should learn 22 languages (or more) of the country at all. Already we are learning our native language and English which is totally enough to lead our country and if required then we can learn another language at any time (age is not a barrier at all for people who learn it with purpose or eat when you are hungry). So, do not impose Hindi as only link language of the country in the union of states- our lovable country India. Respect your fellow Indians by accepting and speaking their native language if possible but do not try to impose they should learn or speak in Hindi. to you because you know Hindi. We are from multilingual Indians. If you love me despite what Indian language I speak then obviously I will love and die for you as fellow Indian.

Just bring the touch of different languages at the school level and let the dynamics of interest and requirement take its own course(first for regional languages).
Even for bringing that touch, infrastructure has to be improved dedicatedly. After English and my mother tongue, I had a limited choice between Hindi and Sanskrit as third optional. I had standard communicating knowledge in Hindi, thanks to Bollywood, Hindi dubbed cartoons and Hindi media since my childhood and due to their higher production quality, but I felt to know my cultural language Sanskrit on which I had very less knowledge, so I chose Sanskrit.
If any case either of Hindi or Sanskrit was made compulsory, people like me would have lost the flexibility. There were some of my colleagues who chose Hindi to increase their proficiency in Hindi instead Sanskrit.
So get the infrastructure ready, provide a basic touch, and let the dynamics of interest and requirement take its own path.

it is obvious that we are on backfoot in education in comparison with rest of the developed world because they are on their own method of teaching but we are trying to copy their teaching and also adopting then how can be we more in any sector if we forget our own culture and tradition and try to follow others...if we focused on our own then perhaps we would have been in better condition..now we are fighting in our own and focusing on becoming more rich on comparison with others which is creating more discrimination and which is the main reason of our deterioration...so if we all want to be in better condition then firstly see everyone as like our own don't create the thinking of forward and backward , rich or poor ..let everyone feel equality in everything ..dont be egoistic

Though the government maintains good number of teaching staff and infrastructure to carry out the policy successfully, it should also be aware of students choice diversion on the language he/she have to choose. It should be noted that students and their parents give more preference towards marks and grades which could hinder the process of active learning by the students. So, policy discussions should not only focus solely on languages infrastructure etc., but also the optimistic ways to groom the student atleast to use the language outside his institution and strictly maintaining "NOT FOR THE SAKE OF MARKS" learning pattern. In today's highly competitive world, Language can serve only one purpose 'EMPLOYABILITY'. So let the students decide, which language they choose. It may be French + German + Japanese
    .
Regarding inclusiveness, cultural preservance and national integration, don't burden students with these shallow points. We are inclusive & integrated.Just because my Tamil roommate don't understand Hindi, doesn't means we are not integrated. Speaking same language is not a parameter of inclusiveness. Entire Western world speaks English, are they integrated and inclusive?

India needs more on line tools for an instant translation, transliteration and transcription to provide equal education/information regardless the medium of instruction. India needs two scripts formula instead of three languages formula to save regional scripts and languages. Devanagari Lipi Parishad prefers printing ink wasting Devanagari script for all languages despite it's simplification in nukta and shirorekha free Gujanagari sript. Maharashtra and Bihar have lost Modi and Bhojapuri scripts.
If Pakistan can learn Hindi in complex Urdu script then why can't India in regional scripts?
One may save language and script by learning political Hindi if needed in chosen script through a script converter.

Political leaders need to use more regional languages words in their speech and use translators to reach out more people.
Gujarat has given great leaders as well as simple script to the nation.
India has more English speakers than Great Britain and most of them are polyglots and yet India is unable to provide equal education/information regardless the medium of instruction through transcription, transliteration and translation. Most world languages have modified their alphabets and use most modern alphabet in writings. Vedic Sanskrit alphabet have been modified to Devanagari and to simplest Gujanagari(Gujarati) script and yet Hindi is taught in a very printing ink wasting non cursive complex script to millions of children in India. Why not adopt a simple script at national level? Indian states can retain their languages, scripts and culture by teaching highly propagated Hindi/Sanskrit in regional scripts to impart technical education through a script converter or in India's simplest Gujanagari script along with a Roman script to revive Brahmi script.

I am sympathetic about Indian languages having a larger role as languages of law, official record, and the like...I just do not see why it is Hindi and only Hindi for that job. India had lost many regional and local languages. And it may continue to do so unless a good language policy measure is taken and implemented properly. As for as 3 language policy is concerned it is not the solution but the problem itself. As the panelist have pointed out Good infrastructure is definitely a big problem. And lack of clarity in the draft the way it will implement the policy. Consider 40 students in a class. 20 wants to learn Language A, 10 wants to learn language B, 7 wants to learn language C and 3 wants to learn language D, my question is does the 3 students who wants to learn the language D will still have a teacher to teach them that particular language they desire to learn or will they be asked to pick up from other three languages that they dont want to??
Already young minds are having pressure in studying enough subjects already. Why to force them study one more subject? As they grow based on their interest and their need they will learn new language if it will uplift them. So instead of creating problems find solutions.
A special dedicated institute for learning all regional language. A special institution for studying foreign language can be considered. And bring junior, senior, diplomo ,Bachelor's level in that insitute. Make it part time, or full time on week ends. Or improve more. This might save languages on the verge of death.
    Just my suggestion.

Why central government conduct exams only in English and Hindi?
If Hindi made compulsory in non Hindi states , then regional languages will definitely destroy

Simple answer is Hindi is an official language along with English, this was set during the beginning of constitution.nothing to do with central trying to push Hindi it was given 75 years ago
My point being any central body will use Hindi and English
And as for regional language any central exam you can choose your language of requirement

I think rulings should be in the language that those whom are involved in the case can understand. In that sense it is right to make Hindi a language of legal rulings in the Northern States, so long as the same can be said in other states with regards to Tamil/ Malayalam, Punjabi, etc.
