idk, it just sounds like something kids have done in past. you should understand that in the west we think of vandalising a mail box as burning it, destroying it with ink, or even putting an explosive in there. but in Japan, ofc there are people that will do serious crimes, it’s more likely that people will do these smaller crimes in a more toned down approach. the image of ice cream is, how you think, innocent and non threatening. it is cheap and easy to access, and annoying if it melts on something. so instead of destroying something in a way that obviously looks like a crime, putting ice cream in there instead makes it less suspicious. it’s like how in Japan the biggest daily crimes and people stealing bikes and umbrellas, but at the same time people won’t steal bags or phones on tables and your wallet will 100% be given back to you, whether someone picks it up and gives it to you or it will be waiting in a safe place

Painting someone else's house without their permission is not something allowed by law anywhere as far as I know. Maybe not literally outlawed but you'd still be charged with vandalism.
Probably one of those "and on top of that." cases. ONe thing not obvious is when people get multiple charges for a crime, you're punished and sentenced for EACH charge independently. That's kind of where the "3 life sentences" comes in, as if you're ever acquitted of one of the life sentences, you still have 2 others so you're still locked up til death (or 120 years I think). So it'd kind of turn a 5 years for vandalism to 10 years for vandalism + painting a house without a license.
This is an old law that gennerlly isent inforsed unless your house is close to the coast or in an older town. You can't even repaint your own house freely cause your house could be used as a landmark at sea.

Listed houses are preserved objects of either cultural or historical significance. The house I live in is a listed house and can only be painted in the moss green colour it was originally painted in back in the 50s. The houses down the street are all kinds of colours, shapes and sizes. As long as your home isn't listed, no one is going to stop you from painting it purple. The worst you can get is a fine and be forced to repaint your house. Black seems to be the fashion color right now with many new builds being black in the neighbourhood. If your house is listed, you can just apply for a permit and you're set to pain to your hearts content. Painting someone else's house a different colour without their approval is vandalism, which is illegal anywhere in the world.

It sounded like one of those "Technically it's in the lawbooks but rarely enforced" cases. There's a lot of laws like that, where some laws are just locally enforced. (like where I live, it's legal to ride your bike on sidewalks but ILLEGAL to do so in the metro part of the city. You just have to know that before you bike in the city. and similarly, some areas they won't stop you for not wearing a helmet while others they will.
Far as I know the only places where this applies are for K-marked buildings, and other similarly protected buildings, and there's some towns that has local ordinances to require buildings to follow a certain parameters, usually touristy places

In Sweden you normally need planning permission if you want to repaint your house a different color. This also applies if you want to, for example, repaint your garage. If you want to repaint your house in the same color as it is now, planning permission is not normally required
