In the '90s I did PC repair. It was common for people to lock their case, lose the keys, and then years later need repair. They would not pay the expensive charge for having a locksmith come out to our shop, which was quite often more than the labor cost of the repairs themselves, and the liability for us transporting their PC to the locksmith was equally prohibitive. The alternatives were lose business, or pick locks. I've had the picks in my toolbox ever since. That should remain legal, these are tools.
As the only mechanically inclined individual in a medium sized (semi)-secure facility I did a lot of lockpicking. Examples include people who forgot the key to their locker but need their meds, car lockouts, receiving equipment with LOTO locks, and my favorite, the power going out at lunch so the HID system locked us out until I could bypass the crash bar (hence semi-secure).

Regarding lockpicking tools. I've actually used them in my job as an EMT. Comes in very useful in the rare occasion when you need to get in to rescue a patient who's door(s) are unlocked, and you can't break them in/down for X reason.

It should 100%be illegal to transmit on police frequency, but just to listen in should be totally legal. Civilians should not only be allowed, but ENCOURAGED to listen in to hold the cops accountable

Once all the pins are "set" the core can freely rotate allowing the lock to open.

How is that "laser" a laser? A true laser can't be seen from the side. You can get a real laser as a cat toy, and you cannot see it from the side. My dad was a laser scientist when lasers were developed in the 1960's. Story time: One big thing he had a problem with was taking a picture from the side. Other scientists smoked, so Dad had them blow smoke in the path. The picture showed the beam, but it was a broken-up beam. He used a white card put in the path of the beam, and he moved it the distance from laser to target. Afterwards, on the same film, he took a picture of the setup. You can really do some cool stuff with old-fashioned film photography!

Concerning that license plate thing: I lived in the DMV for a while and there were taxis that were essentially required to have more than one license plate. I saw a lot of them with plates for both Maryland and Washington DC. Since they’re technically both valid registrations going to the same person and since it would be possible to identify them as such in the databases, I don’t see the issue with being able to just flip between them as opposed to mounting them both awkwardly one above the other.

How is that "laser" a laser? A true laser can't be seen from the side. You can get a real laser as a cat toy, and you cannot see it from the side.
My dad was a laser scientist when lasers were developed in the 1960's.
Story time:
One big thing he had a problem with was taking a picture from the side. Other scientists smoked, so Dad had them blow smoke in the path. The picture showed the beam, but it was a broken-up beam.
He used a white card put in the path of the beam, and he moved it the distance from laser to target. Afterwards, on the same film, he took a picture of the setup.

Concerning that license plate thing: I lived in the DMV for a while and there were taxis that were essentially required to have more than one license plate. I saw a lot of them with plates for both Maryland and Washington DC. Since they’re technically both valid registrations going to the same person and since it would be possible to identify them as such in the databases, I don’t see the issue with being able to just flip between them as opposed to mounting them both awkwardly one above the other.
