And whoever is in the convoy should not be allowed to get pass, if that convoy gets by then the locals efforts is fruitless...

The Police have a responsibility to tow and confiscate it. The driver must also be arrested and charged. It's not the responsibility of the president or the Vice President. It is a local issue which must be handled by the Police.
