It's OVA, a per episode special. Different budget with your tv weekly episodes. When people posting 90s anime is better than current anime, they usually comparing OVA/movie with standard weekly tv series.
@@raineheartily4580 I do know that, but comparing to some of the OVA's back in like 1995-2000 this was pretty good quality compared to many others. I am a old guy and remember this anime too, not the story anymore that well =)

Dumb movie today as it was back then. The ending made absolutely no sense whatsoever. No backstory. No explanation why he did what he did other than “whoops this world is dying let me just cause another war”
