You forgot to add the FIB Buffalo to GTA V’s list as well, even though it’s obtainable on the last gen (360/PS3) version of the game it is impossible to obtain it in the next gen port.
After the mission guardian angel when we go to the signal near to our vantage point we see Diaz's admiral standing at the signal but no one is in it and of we drive it no matter how many times we ram into vehicles or crash it it did not get damaged.

In gta san andreas the rarest car is phoenix there isn't a spawn location and you can only get it using a glitch in that long race in San fierro, if u want to know how to do the glitch tell me.

The rare car is actually the Green-ish Kuruma, it can be obtain at the first of the story only, after going to pay n spray and the colour is gone.
