So once the first bin runs out of stocks and the order is placed we can use bin 2 until the stocks arrive after that we firstly fill the 2nd bin and then we fill the 1st bin

We firstly fill the second bin, not first bin. The quantity ordered is exactly equal to one bin. So when the material arrives, it is filled into the empty bin (first bin). This assures that bins are used alternately and first in first out (FIFO) occurs.

We first replenish the empty bin (Bin 1). This avoids the confusion related to quantity in each bin and standardisation in tems of Bin Quantity is maintained.

This two bin system is the simplest for managing hardware inventory. It prevents stockouts as well as excess inventory, and ensures FIFO (First In First Out). The key is to get a correct estimate of the lead time for procurement of one bin equivalent material.
