Investing in sewing pins and a sewing ruler to pin and measure your fabric will help greatly. That way, you can measure an even hem and keep them in place. Also, to get more fullness (and save your fabric) you can make a petticoat out of tulle (the stuff that most doll dresses have sewn into it) and use those layers to keep the dress' shape. I didn’t like the way it looked and I wanted it to have more Fullness so we cut out a round piece of tulle then sew’d three Smaller gathered ruffles onto it. Then we sew’d this with the Stretchy fabric and it made a dress very similar to the Cinderella Live action dress which I love.
I agree pins, tape measure and iron are all useful when sewing. Narrow hems on the bias aren’t easy, I have seen that annoying look on my own sewing!. It might help to run around the hem with a short stitch at the finished length for the skirt and trim it to narrow hem width (this is called a “stay stitch”). Then fold the hem up at the stay stitching and finger press as you go. You can pull the stay stitch up a bit to gather in any fullness if needed. Then use usual length stitch for the hem. Folding double probably isn’t necessary and does double the chance of something going wrong. Tulle underneath like others have suggested is good idea too

It's a slippery kind of fabric and hemming the edges in a circular skirt is challenging and those wrinkles can happen. Perhaps a rolled hem might work better but I would test it out first before applying it to any project

With heming circle skirts just make sure you add releaf cuts, snip to the height of your hem, think of it as folding over a bunch of tabs as hemming! Love the dress!
I don't remember what brand but there is a thing called hemming tape and that makes it a million times easier to him stuff because you don't have to sew
my only suggestion for the bottom of the skirt is that you make it into more than one big circle. it should be curved trapezoids. this would help alot to reduce what you didn't like

I think for doll clothes, you can iron the fabric into the hem, then instead sewing it, you can glue it into the hem.
If you cut small V shaped pieces around the bottom before sewing the hem would help keep it circular.
