First of all, it's not panhandling, it's extortion, plain and simple. Secondly, quit referring to them as "kids" - if they really are kids, then why aren't they in school? Thirdly, notice any similarities in their victims, the ones who have their cars bashed up, cell phones and wallets stolen, etc.? The MAYOR says no citations to them or their parents....how about full on arrests with charges for the adults and parental citations for the few who really are juveniles. They are rewarding their criminal behavior so we can keep getting victimized on every corner.
