Had to get this done at brakemasters (reasonable. Charged me same amount as my self employed mechanic but added a $10 shop fee). My trunk won't open from the outside cause my combo meter went out and didn't supply power to the external trunk opener so the handle was ripped off so I had to go in and unlatch it manually from the inside for them so they could disconnect the battery so they won't get electrocuted 😅

The real risk is the airbag going off and killing you if power is still supplied.

So replacing this would also fix a horn?

If the horn isn't working at all, check the fuse in the engine compartment.
If the fuse is ok then change the clock spring.
In my case, I get my horn stuck every time I press it. I don't know whether my problem is the clock spring or something else.

Just performed this repair on my '09 Prius, because the buttons on the right side of the steering wheel did not work. Got the part from eBay. Now all is good!
