Because the inverted output q of last ff is fed back to the 1st ff.but in ring counter the q of the last ff is fed back to 1st ff...this is what i think...check for other answers also....tq

In the table you have shown the sequence Q0-Q1-Q2-Q3. Shouldn't it be Q3-Q2-Q1-Q0 for Q3 being the MSB?

it is odd syn up counter and you required 3 flip flops.
for even values your next state will be 0
3 F.F.'s and explanation is same as in sync Counter Design
