Generally for decoding ,we used to take all the outputs corresponding to one of the states in the sequence and, AND them together. For example, in the sequence suppose if we have 8 states and if one of the state is Q3Q2Q1Q0 = 1000 then we use to connect Q3, Q2', Q1', and Q0' to the AND gate. So, when the output of the AND gate gets high, we get to know that the sequence is complete. In this case, with the same logic, the outputs Q3'Q2'Q1' and Q0' (0000) should be connected to the AND gate. (Because after that sequence repeats). But if you closely observe, there is no need to connect all four outputs. You can just connect Q3' and Q0'. Because apart form 0000, for any other states in the sequence, these two outputs are not 0 at the same time. So, it will do the same job. I hope, it will clear your doubt.
