The laws arnt changed but animals with smaller mass are affected differently than larger animals. In the case of flying, the animal is subject to the terminal velocity equation which requires the knowledge of a constant called the Reynold's number. This is true for all animal traits who's equations to explain them involve a factor of mass.

Its not a helpful concept to say the physics changes at these scales as every flying animal or machine has unique physics by default, the physics is DIFFERENT depending on the scales, shapes, sizes, movements and structures. Physics is " the study (science) dealing with interaction between matter and energy" as one dictionary defines it. So It's that our understanding has changed/grown, and our simulations/modeling have improved to better mimic and predict what is actually happening at these smaller scales, but the physics hasn't 'changed'. Physics is just an explanation, not the reality.

To the beetle itself, the action probably feels more like rowing its body like a boat through 'syrupy air', than actually flying.
