I say he’s still on the same level as Kaido and Big Mom, if not a teensie bit stronger, but is a harder opponent to beat, because of using Haki and Haki alone. With Big Mom and Kaido, they don’t use Haki as much, and therefore likely don’t have as an in depth mastery as Shanks seems to.

Kaido was only called the strongest Emperor after Whitebeard because Shanks did not make any moves yet while Kaido made the largest ruckus in the New World. If Shanks was to fight any of these Emperors 1-on-1 they wouldn't stand a chance.
Shanks's bad relationship with Blackbeard might have also been caused by the fact that he is from the family of Celestial Dragons and the latter being a member of D clan as it was stated before that the people of D are the sworn enemies of the gods, but who knows
