Atomika does mention Radio Big twice, one in the intro and one when you are driving around in free roam, though.

If anyone out there is taken a pummeling on a road rage or marked man event here a tip for ya. Drive a tougher car. Check your car ratings next time you're in the junkyard and go for strength over speed then it can be your turn to dish out the punishment.
There should be a mod where DJ Atomika cycles his lines at random intervals even when you don't like it, similar to that Stryker guy blabbing when you are racing. Would make the game less.... empty.

I think I was able to get pass A license, but I dont think 100% is possible because races become impossible, but every other event is doable.
