Safety, security and safeguards

Within the international nuclear community, much attention is focused on the three programmes of Safety, Security and Safeguards, commonly known as 3S. They are integral parts of the International Atomic Energy Agency to ensure nuclear-related resources are protected from a diverse set of threats.
Integration of 3S is a familiar discussion topic among practitioners and academics, but achieving that integrated state is almost impossible for any of the three programmes individually. This presentation explores why such achievement is much more practical if approached from the operations perspective, rather from one of the 3S programmes.
David Lambert is an expert in safeguarding and protection of identified interests and assets in support of nonproliferation, nuclear security and human resource development projects. He also has considerable expertise in the assessment of organizational and technical system performance to achieve that end. He uses his vast experience and creative perspectives to resolve challenges and execute responsibilities in both domestic and international programmes.
