My head-canon is that The Bird-Men of Cyrodiil were wiped out by The Ayelids. I mean; The Ayelids probably saw the Heartland and it's surrounding areas as prime real estate for settling and the Bird-Men had to go,one way or another.
They probably poisoned their seeds or sum
The Ayleids saw how fancy the Birdmen looked and went "ya know what, I like it". Liked it so much they probably skinned them for the feathers. Ya know, for practice before the Nedes came next.
That, or the Khajit (Cats) won a war with the Birdmen (Birds), which would be hilarious to think about.
That said, if they came to an agreement (or submission) to the Aldmer with Topal, maybe they just died out due to territory loss to the Aldmer/Ayleids after some time

It seems more fun to imagine a really tall, at least to a small elf, parrot that mockingly mimicked him but, they had little understanding of the language and responded based on facial expression and body language. The Ayleids came with Topal's writings in mind only to hear them repeating Topal's lone ramblings.
I'm of the opinion that most of the Beast Races we hear about did exists at one point. Mostly because I'd like to see more of them. I always found it odd that we have 4 playable Human Races and 4 playable Elven Races, yet we only have 2 Playable Beast Races, both of which are very unique and interesting. What's with that?
Orc and Lizardman are staples of any fantasy world building at this point - there should be more!!!!

My personal headcanon is that the birdmen were hunted by the Aylieds but were fully wiped out when Talos retroactively changed Cyrodil from a lush Jungle to a plains biome with some patches of forest.

I don’t doubt they existed. In fact I’m sure they did. However Topal’s accounts of their gratitude over his gift of literacy very much gives “We ‘bought’ this land from the native people” energy. So I’m inclined to believe the elves encountered this bird race, studied them a bit, but ultimately wiped them out for the imperial isle as it’s a useful strategic point when exploring a new land.
It would be interesting if these "birdmen" of Cyrodiil, have any relation to the Sarpa of Black Marsh.
I choose to believe they existed, purely because I think it would be super interesting. Weird stuff like this makes TES lore awesome.

Like there are many more out there, but they are either gone or extinct or hiding
I still have hope of playing as a falmer in the next game, although minimal of happening
I think the most likely options for new races would be the Reachfolk & Maormer. Mainly due to them being prominent in certain questlines in ESO.

Because of the inconsistencies between Topal's story and some of the confirmed history, I think his whole story is exaggerated, and that he was just from Summerset, but there are some points where it can easily have happened very close to how it's written if you adjust it slightly. The orcs he reports seeing couldn't have been Orsimer because they wouldn't exist at the time he was supposed to be around, but there's mention of enormous goblins having lived in early Hammerfell, so without even considering the potential for a race we haven't seen so far, Topal may have seen goblins. This part makes sense if the term orc used to refer to those, and later was reassigned to Orsimer due to similar physical appearance between the two.
As far as the bird people, I'd guess Topal was racist to non-elves like so many other Altmer are, so he probably did in fact encounter some bird race, but likely thought of them more like funny animals than people, like Imga are treated. Since they don't currently exist anywhere that we've seen, I have a few ideas that make sense, but we just have no way to confirm any of it. The Ayleids used a lot of feather imagery, so it's probably that they interacted with the birds, and they may have killed them off, or, if they were an elven race like Khajiit started as, the Ayleids may have interbred with the birdmen until they died out as a distinct race. They also may have been simply some sort of werebeast like a werevulture. If Cyrodiil was a jungle as is commonly believed, those could have come from Valenwood and shown up there. They also would have been in reach of Argonians or Khajiit traveling north, so either of those races could have committed genocide against them. Argonians would likely do so if the birdmen threatened the Hist or had major religious disputes, and the Khajiit could have just thought "BIRDS! LET'S EAT THOSE!" They ARE cats after all...
Elder scrolls lore exists in a superstate of both canon and non canon.

The quote said: they WORE feathers on their arms... I think everyone's been taking the birdman thing a little too literally. There were humans on Tamriel, but in small groups. Jungle tribes never seem to be very large, and at that time, it was a jungle. Perhaps, this was an unusually populated settlement, because they had everything they had a fallback location if the Kajit invaded.
Dinosaurs use to have wings, so its possible they could be an argonian type

I think they were real, devastated in war with the early Khajiit, and ultimately assimilated/bred into the elves to create the Ayleids, winged or at least feathered "wild" elves. Umaril was known as the Unfeathered either because he for whatever reason was born without or lost them to someone like Pelinal.
My biggest theory is that they are some form offshoot of harpy.

Like the main games? Definitely the dragonborn or the Nerevarine. In terms of pure influence and power it's definitely the dragon born. But if your talking about skill and knowledge it's the Nerevarine not only is he immortal he's traveled to akavir and in terms of magic he's probably among the most powerful on tamriel.

Imagine if they went to the icy parts of Skyrim and stayed there. They would've turned into penguins and we would've seen fluffy penguins running around with swords in Skyrim :P 🐧

They got the term wild elf due to how they enslaved and killed on the battle field,like wood elf's they would rip some body's apart and start rituals or just wear parts like jewelry or clothes like the flower king and his gut gardens

I never saw them in Cyrodiil, neither in caves nor in Ayleid ruins, therefore they are either extinct or myths created by s'wits
I think they were just winged Argonians.
Not only am I in the camp that believes they are likely to have existed… Considering what has happened to other races in Tamriel: perhaps they were changed either due to their own actions, or to the actions of a Daedra. They may even have relocated themselves to another plane of existence.
It is indeed extremely difficult to be certain, and I find myself torn between multiple theories. That said: I don't believe it would *have* to be the case that if they were in fact elves already living there, those elves would have had to have come from the Summerset Isles. It very well could be the case that they were just Old Ehlnofey who had been on Tamriel since the Dawn, and either would form the Heartland High Elves later or would form the core of their culture and greatly influence the Ayleid trajectory of development after they were integrated/assimilated into them, following that migration of Aldmer's arrival.
I would like to think that the elven option isn't all that far-fetched, especially if you take the stance that Tamriel *is* Aldmeris, or at least the core remnant that existed after the three major continents' land masses were broken off it. There should have been a significant portion of Old Ehlnofey that stayed on the original continent rather than being scattered, anyway, and there being at least *some* in the center of the continent just makes sense, given that the Bosmer and Dwemer at the very least seem to have been on the continent since time immemorial.
If I'm being real I honestly think that the birdmen were real just because prior to man and mer Tamriel was pretty much completely ruled by beast races and its hardly the oddest concept of one that we see

I hear there are a shit ton of were beasts could it perhaps have been a encounter with a tribe or group of were birds? Otherwise personally I believe they existed since there's been crazier stuff in these games.

I have another theory that the pilot invaded the birdmen and killed them until they gave him their kingdom, then the pilot made up a fake story to give himself legitamacy

I have no doubt that an avian beast folk race once lived in Tamriel.
Lizard men, cat men, fox men, pig men(orcs), snake men, ape men, crab people, there’s 100% been a bird men race if there’s been all these other beast folk.
In Skyrim after reading the nibenay book I took note of all the eagle motifs at Nord ruins. And look at how they’re designed up high with perches perfect for flying down off of.
The elven armor has all those eagles all over, maybe that’s also a reference to the lost avian race.
I’m making an Akavir mod and I’m going to have them in it and explain that they were all over Nirn being preyed on by the dragons and due to disease/plagues left Tamriel like the Kothringi. In my mod, the avians, Kothringi, lilmothiit, dwemer, and falmer all ended up in Akavir. So when Dova goes there its the four main races plus several semi familiar ones from Tamriel but also a dog and rat beast folk as well as Akaviri men.

They went East, but as time passed their feathers fell, and all they had to do was to race onto cliffs, becoming the falmer of Morrowind.
