    That wasn’t a mistake. They sat down and watched the body cam video and laughed about it...the arresting officer was laughing and saying, “wait for the pop.” He knew he dislocated her shoulder and he was enjoying it....just like a serial killer enjoys his kills.

      @@rachelcronin916 They won't loose a penny because they are protected by qualified immunity. All monies paid to the victims is on the taxpayer's back. Many jurisdictions including Co. are working on changing the qualified immunity protections, and get the police to buy insurance instead.
      Update: qualified immunity was done away with in Colorado. The way it works is the Police Department Indemnifies their officers, and they may be sued individually for money damages up to either $25,000.00 or 5% of the award whichever is less. It is a start in the right direction. I am not sure about whether the new law will apply to this case however.

      This chief was not the chief at the time of this incident.
      However Loveland PD is dirty in my personal experience.
      After my mom died when I was a child I moved in with my sister and her cop husband. What you see them do on the streets are things they do at home. Not just in my home but the homes of the cop families I babysat for.

    Hey Chief, that IS the Loveland police department. The Loveland officers who took this call were employed by the Loveland police department under the direction of Chief Robert Ticer. For future reference - any police officer caught turning off their body camera should be charged with destruction of evidence.

    The fact that the officer laughed and pointed out about the pop, he knew what he was doing, when he arrested her, he knew he was applying unsecessary force to hurt her, he knew he delibritly hurt her, he needs to be charged with aggrative assault on that lady.       This is just damage control, because that second video came out. Copaganda. The officers involved had years and years of experience, sans Mr. Sadist, and it was covered up for a year. Nothing would have happened, if the video hadn’t come out. It’s infuriating. Like BLM says, nothing happens when THEY see the video, only when WE see the video. The whole system has to be torn down and re-built, to get rid of the old “slave patrol” mentality, which is at the root of our brutal policing problem. They need less money, not more. You cannot train people to be kind and empathetic. That’s been proven with right wingers. They sold their humanity to “own the libs” and keep their white privilege in tact.

If a construction worker or any other professional do something dangerous or unethical they lose their license or work credentials where they can’t work in that profession ever again!!     A non-violent elderly woman with a mental handicap was assaulted. The offender who perpetrated that assault laughed about it. 100% disgust. This sort of thing happens every day. I personally have experienced this same treatment. Many people I know have experienced this same treatment. Abolish qualified immunity.

      @@superslice28magee68 My daughter worked in a nursing home, still does along with work at the hospital as a nurse. She observed one or two aides assisting to feed the elderly. It was done in a cold, forceful, unkind way. The words they used were abusive and mean. She felt it was cruel and should have been recognized as abuse by the authorities monitoring their employees. I don't know the outcome.

      Yes, you are completely correct it was a matter of repetition for them and the entire police department.They were trained to quickly escalate any lack of compliance with their commands to tearing the shoulders out of their victims' sockets.There is no way the police chief was unaware of that procedure, because there were to many complaints about that type of injury.

      Well that's 3 bad apples gone, we'll have to wait and see what happens to the rest of the officers including the Chief because a full investigation most certainly needs to take place. I doubt there were many if any in that dept. that didn't know about this caseand yet none of them spoke up so EVERYONE has to be looked at. Lack of basic education should not be an excuse as there is funding in every police department, the question should be were the funds used in the way they were intended and if not thrn why? Evaluations should be done on a regular basis and if anyone does not meet criteria or is questionable then they should be delt with in whatever way is deemed to be the proper way. There should be no excuses here

Those officers did exactly as they were trained, and their behavior reflects the culture of that department and police departments all over the country. And let's not forget that the Sergeant who went to the scene backed them completely. He even berated the concerned citizen who tried to intervene on the victim's behalf. Unfortunately, this is not an anomaly or a flaw in the system. This is simply reality of policing in the US. If you're not wearing a badge, then you're an enemy combatant in the eyes of law enforcement.

      That thought occurred to me. I think the "goods" are that he knew very well about what happened to Karen Garner since an internal report was sent to him as per "Blue Team." Their supervisor Sergeant Metzler went to the site and knew about the condition of Garner, and thought they were doing a great job. He still hasn't resigned nor of course been terminated.

      Indeed. The sergeant knew, and he chased off the guy who wanted to complain with misinformation. It was put in the reporting system, but wasn't reviewed (or it was and they cleared it but won't tell us that).
      Make no mistake, this is only because it went viral and public pressure was applied. Those officers were clearly psychotic (and I do mean that literally) and were on the force for years. No one rational thinks this was the first time they got a thrill from brutalizing someone.

      They have a pattern of going after and brutalizing older people. Ticer lying through his teeth and needs to go. They have done this before to 60 year old Preston Sowl. The officers dislocated Sowl’s shoulder and collarbone, fractured his shoulder and tore his rotator cuff, according to the complaint. He also sustained bruises to his head, arms and knees, the complaint states. In the following months, he needed a complete shoulder replacement surgery, and he experienced pain in his shoulder and arm for months after the incident, along with anxiety, the suit alleges.

    Apparently the body cam was available moments after the arrest these cops watched and laughed about it. And this department did nothing until it was exposed to the public. Justice is to charge and arrest these officers. Wasnt Loveland police were in the news last year for beating a witness and charging him for refusing to talk to them?

      After that gratuitous apology, the same police department dislocated the shoulder of an elderly man because he refused to show them his ID. Apparently the medical bills were in the hundreds of thousands of dollars. The man committed no crime so the police had no LEGAL reason to request his ID; let alone assault and injure him.
      Injuring a person because they did not comply with an ILLEGAL request or out of anger IS A HATE CRIME. Touching, grabbing, punching or molesting another person for reasons other than self defense, or an actual legal arrest, is ASSAULT. If the person effecting the assault is armed with harmful or lethal weapons, it is ARMED ASSAULT. Refusing to surrender an ID IS NOT A CRIME, it is a constitutional right.

    I watched the vid can of this too. The female officer/partner (Daria?)asked the main abuser "How do you think that went?" You soon find out she was concerned that the main/male officer felt that she wasn't active enough in the abuse of this sweet, delicate lady.
    As a homemaker/mom, even w/o cognitive decline, we forget we have items in our hands & crook of our arms almost all the time! If feels unnatural NOT to! We only notice when we DON'T have something in our arms & hands!! I KNOW she just forgot for a minute & had no intention of stealing those stupid flowers & shouldn't have been arrested in the first place!

      @ 3:48 “we failed, and we are very sorry for that” Kinda sounds like an apology to me. I didn’t believe the chief had no idea about this until I watched this press conference. I believe him. I also believe many layers in the department tried to bury this situation. And they should also be punished. What also causes me great concern is how much of the videos did the DA watch?? They dismissed the charges within 2 months so they obviously had to have done something with the case before dismissing the charges. And they have more than enough evidence for an arrest of these former officers. “Let the courts decide” is often cited by bad cops during bad arrests. Let’s see them arrested and let them face the same justice system. No turning in badge deals either.

      This is a federal case now, more than likely the Chief will retire early, and may face charges after a thorough investigation. The officers involved, including the ones mocking Karen as she laid there in horrific pain will pay a hefty fine and jail time. Guilty by association is very strong in this case since everyone involved thought cameras weren’t rolling.

      @@meganclark79 not only since now. American cops are on international radar for many years. Alone the fact that they get away often enough with killing UNARMED people (because US cops fear for their lives) tells a lot what is going wrong in your country. Also a suspect running away with a gun in his hands is not an immediate threat towards a cop until he turns around and is shooting the cop or raise his weapon with the intention to shot but over there they allow them to kill them with shots in the suspect's back.. In the US cops don't execute self- DEFENSE but manslaughter and murder to avoid being hurt.

      Exactly. This isn’t a training issue. These people are evil with zero compassion. Imagine finding a toddler walking alone on the side of the road and instead of helping this extremely vulnerable baby you break their arm and then laugh with your buddies about it. That’s the equivalent to what happened here. This elderly woman was smiling, holding flowers, clearly wasn’t all there mentally and definitely wasn’t a threat. She needed help. Instead she was brutalized. She was as vulnerable as a toddler. As much of a threat as a toddler. And the police brutalized her instead of simply helping her. It’s truly sick.

    They knew about it but did nothing. Anytime someone goes to the hospital from jail the chief gets a report the next day. It's his job to investigate how it happened. Not months later

      @@anniepibbles443 you obviously never had to deal with a family member in mental decline. Its not that easy and not everyone can afford 24/7 supervision especially if there was no previous instance of them harming themselves or being harmed as a result of their condition.
      Instead of blaming the victims, blame the officers who beat her up. Or blame a society in which not everyone has access to the care they need because we value profits over people.

      @@anniepibbles443 an individual can go from functional to confused rapidly with no way to know the changes. As a nurse I have seen someone decompensate overnight. There isn't anyway to know when it will happen. Don't place blame on a situation unless you have lived it. Place blame on the cops who laughed at her injuries and discomfort.

      That should be easy to find out. Anyone have a friend at the inland revenue services? If they are formally employed they will be registered tax payers. From there an employer and home address should be easy to establish. Or am I incorrect?
