The issue is that if the rule didn't exist the non-striker could just pre-run the distance without any fear of being given out. It's a legitimate rule of the game and should be ruthlessly applied by bowlers to make sure non-striking batsmen are waiting for the ball to be delivered before running.
Mankading is generally not practiced but there has been instances where players have done it. It is criticized for being done. But i think its fair coz non strikers tend to move forward before ball is realeased.

When Laws are clearly written then why when a batsmen wants an unfair advantage but the onus of wicket is on bowler

The criticism of Law 41.16 is clear example of Elitist origins of cricket where the Batsmen had a higher status than bowler.

I think they could simplify the issue by calling one short if the non striker backs up before the bowler releases the ball. The only reason batsmen do it is to pinch a quick single, so remove the possibility of getting that run.

I have a dought in stumping if the keeper hits the stump front. standing behind is it out of not out
Naga Bhanu if the ball hasn't hit the bat or batsman's body, you cannot pick/catch the ball before it crosses the wicket. If you do, it will be a dead ball. But if a batsman has hit the ball with either bat or body, you can do whatever and also, in that case it will be a run-out not stump out.

ACS CREATIONS the relevant rule in MCC manual is 27.3.1 and 27.3.2, in case anyone is interested. Most of the basic rules in ICC is directly taken from MCC rule book, including this one.

I feel like instead of out a non striker they can penalize or deduct 5 run for him and his team.
In basebell it is different scenarios, bcoz every striker run for themselves and advance to 1 2 3 and home base to complete single run. And pitcher have to make sure they don't steal those run easily. Pitcher mound is far from the batter base and every base is far from other and if they striker didn't hit the ball so they have to return to the base even if they reach to the advance base. It is fair for both mound and batter like -
Advantage to pitcher
1. If batter still the base but striker didn't hit the ball so pitcher or catcher can trouble the batter and 99% the batter will get out
2. If the batter want to steal the advance base before pitcher throws the ball and cross the half road. Then pitcher can throw to the base and batter can get out easily.
Advantage to batter
1. If the next base is empty and if the batter success to steal the base before pitcher throw the ball. Then he gain another advance base.
2. If there are 2 batter and a striker.
And 1 striker in the 2nd base and one base away to get home run. In team strategy, 99% time other batter in 1st base will sacrifice himself/herself by pretending he is stealing the next base and if the pitcher throw the ball to out that 2nd base pitcher they the 2nd base pitcher will easily go to 3rd base and one step away to return home base.
In baseball 1 run is more important then 20 run in t20.
But in cricket non strikers are not running for their run they are doing this for team and for their partners to complete. If we penalized them so they don't have guts to move a single thread but if this current rule applied then they will take risk and get out or sometimes they will not.
And another dimension is bowler will take advantage and pretend like they are bowling and wait till the non striker cross the crease and for me its unfair.
Penalizing is the best way to make this scenario legit.
saying mankading is against the spirit of cricket is like saying stealing bases is against the spirit of baseball.

If the batsman it's hit straight to the non striker stump *without* the bowler touching the ball it is not out. But if the bowler touched the ball while it was traveling to the stumps and non striker is out of crease then out
The fielding team must replace the bails before attempting to run out a batter at that end.
