He instead continued to press Norm and psyche him out, leading him to doubt his answer enough to opt for the half million instead. Regis got a lot of sh*t for essentially scamming him out of the $1 million, and I am inclined to believe that the network told Regis to be as obstinate as possible in order to prevent any contestant from winning the million. Why would a network want someone taking $1 million dollars from them? At the very least, Regis was trying to make dramatic TV by making Norm doubt himself, because initially, Norm kept his cool, took everything very casually, and gave his educated guess within a reasonable amount of time. Regis couldn't have that. The audience at home wanted to see Norm sweat a little.

Also the producer of the show had been trying to get him to do the phone thing for weeks which he thought was a silly idea and the guy kept calling him about it days before the interview. They put the phone in his pocket right before, so he just ruined the whole thing.
