Yes for IELTS or TOEFL unless you meet English exemption criteria. You can apply during the last year of high school given that you’ll be ready to enroll when college starts. You can also take a gap year too

And can i find a nearly full scholarship? I am international but i have a toefl score that meets their requirements.
