If it were a left hand pizzicato , his right hand would have been free . He could put it into his pocket , after throwing the bow.
it's impossible to use only right hand pizz and pluck that fast (unless you're some machine) so usually the left hand pizz takes the quick pizz passages while the right hand pizz takes the double stops. also, the plucking doesn't fit with the notes heard if you assume that he only uses right hand pizz. to conclude

to conclude logically, he uses LHP (and yes, usually most players also use spiccato when they are doing passages filled with LHP-although that's usually because the composer wrote it that way)

Please take a look on TH-cam how Eric Silberger plays and the favourable comments he attracted. He plays in the same way as Heifetz does. And, I suppose , in the way Paganini has recommended in his score.

He can the left Hand pizzicato, in his carneval of venice video he do it very good! So Heifez's play it to steril. (in my opinion)
