Axl had a hard upbringing, and his general view of this sentiment grew as the band formed and had to fight their way to success, over many obstacles and bad press. A lot of rock albums from the time were fake and/or shallow, guys playing a part. GN'R was just a street gang of talented musicians, they didn't have to fake anything and it showed.
He's talking about the cops in West Lafayette, Indiana. Axl arrested many times for all kinds of crazy shit -- you can tell he's nuts. They told him he'd be charged as a habitual offender / public menace and get a nickel or maybe more if he didn't leave town. So he went to LA and rest is history.
