It's actually more efficient to charge a battery then the phone, than to charge a phone than the battery, but not for the reason you think. Yes you lose power going from solar to battery to phone and it is 'technically' less efficient but the battery can accept higher amperage, meaning you will be able to take advantage of and capture much more sunlight as electricity initially, that the mechanical losses later are minimal in comparison
some vehicle starters have micro-USB slots - so, could I somehow hook that up to a solar panel? At least one of my phones will refuse to work if it gets too hot from sitting in the sun.

Depends on how you define worth. If you're thinking in financial terms, you can never break even the cost of the solar panels from merely charging the phones. It's more likely that the equipment breaks down first.

That made me sad, however, that the 31.6% efficient Alta Devices GaAs-based panels have never seen a widely available product to this day. It's like the Chinese company that bought them, Hanergy, is just sitting on their acquisition. That's just maddening!

I wouldn't see why not though there's bound to be small thermodynamic loss, charge carrier separation and reflective losses. At lot this is effected by your latitude. The far north you are the less efficient a panel is. But it's free energy anywhere If it's all you got its all you got.

2:02 Actually, I would think that putting the phone underneath the heat-absorbing black pouch would make it get HOTTER, not PROTECT it from the sun's heat.
Solar panels work anywhere there's light artificial or not but not efficiently and even when you tilt them towards the sun because of bandgap losses your only looking at about 20% efficiency. The best way to test any photovoltaic cell is to measure it's short circuit current with a amp meter
1. Plug in the phone to the solar panel
2. Open flashlight and point it to the solar panel
3. Infinite battery life
You will only drain the original ammount of energy there were in your phone at the end you will recover 1% of this energy.

I hang the panel off the back of my backpack as I walk around town doing what I do, I also place the phone in airplane mode for faster charging.
