If it helps anyone--My horn issue isn't covered on youtube. But with my steering wheel cover off (disconnected the negative cable and pulled the airbag fuse on the dash side) I figured out that the horn issue on my 2000 Silverado was :
There are 4 plastic prongs on the inside of the cover that are supposed to press down on 2 spring mounted contact plates wired to the horn trigger pin. The prongs taper and have round nubbins at the end. They had worn into the rubber gasket on the top of the plates. It reduced the plate travel down--no contact. So I cut 4 thin plastic cabinet bumpers I had, about 3/32" thick to fit around the plates retaining bolt heads where the prongs press, set them on the rubber with rubber cement. It works!
Getting my cover on again took some heavy smacks. There are notched brass shafts that have to catch the release/retaining bars accessed from the back of the steering wheel.
My cover was a headache to get off--you have to turn the wheel 90* to get a small flat screw driver to the release bar from the top.
When it releases you have to turn the wheel so other side is topside, only way to get enough play with the screwdriver. But with one side popped the other was harder to release. I kept pushing the popped side down to ease pressure on the other one and it clicked in place again. So I shimmed the free side out some to keep it from catching. Just a note if you have the same problem.
Hope this helps someone looking at troubleshooting without any other answers found to a horn issue.

Thank you, helpful trouble shooting (quickly!). I especially liked the jumper between to #30 and #87 to test which end the problem is on!!! Thanks again.

Thanks for the video. My horn contact in the steering wheel was the culprit. Replaced it in a few minutes with a Dorman replacement part from O'Reilly's. Can't you check the horn by pressing the panic button or lock button on the remote?

My vehicle, 1998 Nissan Frontier pick up, has 2 separate horns. One for regular horn and another for the panic button horn.

It is possible you had a bad relay in combination with another problem so you should leave the ac relay in horn slot and place the relay that was in the horn into the ac slot just in case. His test did not confirm the original horn relay was properly working, he only proved it was HIGHLY UNLIKELY that it was a bad relay in the horn slot.

Hello. I have a '99 Civic whose horn only works sometimes... I hear the relay's clicking noises when I press the buttons on the steering wheel. I bought another horn at a junkyard, thinking it was the horn, but it turned out not to be, as both work hooked up to a battery... What could it be? Help would be appreciated from anyone...

If you do your testing will not make any sense, as your testing power TO THE HORN, in a few differ parts of the circuit.
