I appreciated this video and I believe it is a useful primer for many individuals. I skimmed in and out of it because I was looking for something specific, so pardon me if Dr. Ragland actually addresses this.... To anyone listening in from outside of Dr. Ragland's state (it sounds like C.A.), there are many procedural differences, especially in timelines, how disabilities are evaluated, and even finer points regarding consent, across states. I suggest listening in here for a general idea and looking for a PDF copy of your state's special education policy. Use Control-F to search for specific terms and definitions across that policy...

Does schools have a duty to access or offer an assessment plan with out the parent initiating the assessment request ? I’ve been telling my kids school for years my son has mental health and they didn’t tell me I could ask for ERMHA. Should they have initiated ERMHA assessment with the data they have and know ?

Why is she stating there was no law for special education when there was no US law that required regular kids to go to school until the 1920s.
