I think by Sidious using his former self as the gatekeeper just taps in to his villanous ethos. He was psychotic and a master manipulator. Using his charm, ruse, and charisma to lure in the Sith he was speaking to just brings even more darkness to his persona.
There may be another subtle reason why he chose a youthful look: The user may underestimate Sidious thinking he may have been skilled but possibly died young due to a mistake rather than knowing or realizing this was intended by the creator of the holocron. If Anakin saw it he may trust the image, Vader wouldn’t but probably would not yet know how it’s created and how specific it really is.

Palpaine would be well aware of how some of the people like ulek and kon fell to the darkside, they was young jedi knights or aprentises/padowans that belived they could either handle the darkside or refused to lisen to their masters warning about it or wanted to understand it like we see in legends some 30 year before revan. so i think sidious made it to be able to more easly manipulate and trick potential young jedis that was just at the correct tipping point or strong force wilders that was on the tiping point.
Would be a great idea for a far future sequel, something set in a completely different era with different factions and a new (reconstructionist) line of Sith, and then, Palpatine can "somehow return" one more time
Disney won’t tell an adult oriented story like that unfortunately. They would only portray Palpatine as some victim of bad nurturing from an overbearing father and then later your standard mustache twirling baddie, rather than the nuanced politically astute sociopath he really was. We could dream though. Perhaps Jon Favreau can pull it off without the R rating it would require to be faithful to the character.

His face was melted. Not masked and revealed. When he looked in the mirror he realized the melted face matched his sidious persona quite well.
