This requires experience, thinking, and some skill. There are things that if you are a normal person, you will not be able to understand where they start to disassemble. But if you have experience, you will slowly figure it out. Sometimes I'm a little worried that if I break it, I'll lose money, lol.
If the fan blade hits the inside of the fan, you need to check whether the motor shaft is still concentric or not. Or maybe the bearing is damaged causing the fan blade to misalign.

Maybe it's rolled around too much. First, you can try using an electronic component cleaning spray for the Volume adjusting position.

Can i pass water through propeller. The motor is inside the handheld or propeller?
You need to disassemble the fan blade if you want to wash it separately. If you wash the entire motor assembly, you may damage the electronic circuit.

Where can we buy that kind of tweezer?
It’s ESD-13 tweezer. You can buy it on Amazon. They’re quite cheap.
If you don't have that tweezer, you can use the tip of a knife. It must be hard enough and thin and small.
