I've been plowing roads for a municipality in upstate NY for 22 yrs now. We have a 20 man crew when it snows the only way someone is excused from working is either a injury w/docs orders to be put of work, or you made an agreement Months n advance for a vacation so a part timer could be on call to fill in. So we are on the clock from the time it starts & until apprx 4 hrs after it stops snowing. Once after 23 hrs I was literally falling asleep while driving and I asked the boss " Is the town board gonna stand behind any of us if we end up killing someone accidently since the most sleep we get is an hour or two at the most on a metal fold out chair in the town garage while eating crap from the only gas station that remains open all night long"???? It's been 22 yrs and I'm Still waiting for an answer!!!!

Yes most highway departments don't have enough staff to have 2 shifts. We have to work until the job is done.

I plow in upstate New York and we are under no restrictions on time because they need us out there
