I recommend dusting with powdered sugar instead of cocoa powder, because cocoa powder is a little grainy and has a very bitter taste.

Is there a reason to use a spoon vs a spatula or whisk?
no reason, you can use anything you feel more comfortable with
I would recommend starting with a whisk and then as the cocoa powder is added and as it thickens-start using a metal spoon.
